Scope

What I don't do, first.

Someone has already promised you regulatory certainty. I would rather be the one who tells you where the line actually is.

What I do

  • A document register. Versions, sources, access dates, hashes.
  • A gap matrix. What is missing, and who has to send it.
  • An issue list. Every line labelled FACT, RULE, GAP, QUESTION or HUMAN.
  • An action list by owner, with the external costs estimated.
  • The chasing. Collection, versions, cross-checks, and the handoff.
  • Status in Korean. Written, weekly, no jargon.

What I don't do

  • Decide whether you comply.
  • Assess safety.
  • File your CPNP notification.
  • Give legal advice.
  • Act as your Responsible Person.
  • Promise you will get in.

This service does not provide a regulatory determination, a safety assessment, a CPNP submission or legal advice. The EU Responsible Person assesses the applicable obligations and a qualified assessor performs the safety assessment. I prepare the documents and the open questions those decisions need.

There is not one deadline. There is a queue.

    Products following the prior rules can be placed on the market until this date, and can stay available until 2028.07.31. Two different obligations. Merging them into one date is how launches go wrong.

What I need to start

Final manufacturer INCI with CAS/EC numbers, EU artwork, claims, and test report conclusions. The quantitative formula and the confidential test data never come to me. They go straight to the RP and the assessor.

What I turn down

A guarantee of EU market access. A request that I act as your Responsible Person. A brief with no final manufacturer data. And borderline products, meaning SPF, whitening, anti acne and hair loss, without the RP already involved.

Who

Born in Lyon.
Working from Seoul.

French, living in Seoul, working in Korean. It sounds like a small detail until you try to hire for it. The usual choice is a Korean consultancy that has never opened EUR-Lex, or a European RP firm that cannot take a call in Korean. I am the part in the middle that keeps going missing.

I also import French truffles into Korea, at Lyon Délice. Customs, incoterms, certificates of origin, and a chef who wants to know exactly where something came from. Same paperwork, opposite direction. It is why a stack of documents does not worry me.

One person, not a firm. That is why answers come back fast, and why you get told no on the same day when the answer is no.
